The short answer is yes, you can. However, the extent to which you can use other university libraries depends on the type of student/staff you are (although most libraries will allow reference access to most groups).
The University of Bolton library is a member of SCONUL which facilitates national access schemes. The SCONUL Access Scheme allows part-time, distance or placement students (on a placement of ten weeks or more), full-time taught postgraduates, permanent members of staff and postgraduate research students the opportunity to register with and borrow from other university libraries. Full-time undergraduates are entitled to reference only access under this scheme.
For further details, see the library pages on access agreements, which also includes the link to the SCONUL registration form which you need to complete in order to access the scheme.
The SCONUL Access Scheme does not allow you to use the electronic resources provided by another university library.
